A matter for the State Government, not the council.  They are in town because there is food and where they could be there is little/none.  Reminds me of a time when I was working in Port Lincoln, with a similar problem, when the mayor got the local gun club in, 'till the State Government people were on the next plane to read him the 'riot act'.
