I’m not sure about herons in particular, but that’s a common shape for the tongues of other birds as banders will attest (the raised bit at the back can get snagged in the mist net).

Walking around Lake Conjola in Eden today I passed a White-faced Heron with its bill open giving a food view of what I assume to be its tongue visible.

Is that the normal appearance for a heron's tongue?
