As a hint: When asking a question like this, it is always helpful to include something that gives an idea of size. Please include something obvious like a ruler, bank note, coin or hand or something like that.

Certainly a raptor, I am confident a juvenile, either Brown Goshawk or Collared Sparrowhawk but unless the size is definitive and that depends on sex, not possible to split on just this photo. By the way they are clumped, this is remains of the bird having been eaten, rather than moulted feathers.
