“Could”? I suggest “would” or “should”. For both: in “immature, eye brown then hazel, then white in third year (Pizzey). One isolated Little Raven in Tuggeranong would be very odd. Although not much to go on, it almost surely is an Australian Raven, as they are always there.

No.  A brown iris could indicate a young bird of either local raven species   g

Has been suggested to me that this may be a little raven by the dark brown eye, confirmation of ID appreciated
