Masked lapwings swimming

Last night while having dinner at Gungahlin Lakes Golf Club I observed two 
masked lapwings swim across the pond adjacent to the club house. It’s only 
about 5m across.  Why didn’t they fly? I wouldn’t have thought swimming would 
be a strength for them ….
