Not so, Con. I do lots of 20 min/2 ha surveys, none has ever been moved
in eBird. This applies to both personal locations and hotspots.

What can happen is, if you recommend a location as a hotspot, but there
is already one close by, the reviewer might request that you use the
existing hotspot or, alternatively, leave your search area as a personal
location either in, or close to, the previously-created hotspot.
