Sounds a bit like a Grey Butcherbird to me making an incomplete song.

Subject: Unknown birdcall
Heard this birdcall that I couldn't identify today in Forster Crescent,
Yarralumla, opposite the Singapore High Commission. The bird was perched at the
top of a Eucalypt making this call every 15-20 seconds. Couldn't get a decent
look and didn't have binoculars as I was out cycling, but I recorded the call
on my phone. What is it?
