Could it be moving from juvenile to adult plumage?

Hi,
This cormorant was swimming in Burrill Lake on Sunday. The white
eyebrow/forehead and yellow on the bill tip are right for a little pied
cormorant but the black smudges under the chin and on the bill are confusing.
