Just to complement Geoff's contribution, my understanding is that there are currently 3 taxonomy lists that are regularly updated for world birds.
These are
IOC - which is updated quarterly
Clements (Cornell) - updated annually
HBW/Birdlife International - also updated annually
There is also Howard and Moore which was last updated in 2013.
e-Bird is based on Clements (uses different names for Australian birds)
I think BARC (Birds Australia Rarities Committee) uses IOC
Tony Pallister's league table for Australian twitchers uses IOC.
I am also lead to believe that there are currently moves for IOC and Clements to move closer together (although this may be only a bit of wistful thinking)
