I suggest it is not the staff of ANBG who have managed to trap and band every White-browed Scrubwren, it would be students and others at ANU who are studying these birds (and Fairy-wrens) and others. As you note, it is rare to find one there not banded. A lot of very good information has come out of these long term studies.

The ANBG seems overrun with New Holland Honeyeaters at the moment; I went back to try and get nice photos of the Eastern Spinebills but they were scarcer than last visit, chased by the NHHs (in turn chased by the Red Wattlebirds)

 

 

Also, I'm beginning to suspect the staff have managed to trap and band every White-browed Scrubwren:
