So how many were expected?? Why weren't the additional measures implemented to
begin with?

0/10 for calling a spade a spade.

What 'occasional and unintended interactions' really means is that the Geelong
Star has been killing albatross.

"Occasional and unintended interactions with protected species do occur in
fishing operations, including with the Geelong Star.

"However when five albatross were killed in a single shot, AFMA took action to
implement additional mitigation measures as this was higher than expected."
