I only just now see the photo, as I returned from my 3 weeks in the Philippines yesterday (back to my computer). (Whilst away I could only occasionally access the text of messages on the server). Yes it is moulting and it may well be a juvenile moulting to grow adult feathers, (given that the red brow is only partial, although it already has the adult's beak colour) but that has no connection with it being partly white. That is an abnormality, not an age or moult thing.

I managed a poor quality distant photo before the flock flew off.
 
Any suggestions?
