Looks like it is a juvenile moulting to grow adult feathers.

At the northern end of the Jerrabomberra Wetlands boardwalk this morning I saw a group of Red-browed Finches, one of which had a white chest, belly and wing edges. The face and bill suggested a bird moulting into adult plumage, but the white markings seemed most unusual.
 
I managed a poor quality distant photo before the flock flew off.
 
Any suggestions?
