Straw-necked Ibis?

Yesterday morning I saw a Straw-necked Ibis (I think?) roaming around on the lawn and pecking something  in the Woden cemetery.  It was a first time I saw it there.  I did not have bins and walking a dog, I did not want to get closer.  It had a shape of an ibis and its body was dark, so I think it must be a Straw-necked Ibis.  There is a dirty pond in nearby Eddison Park.  Is it common to observe such a bird in this location?  Since I have never seen this bird I am not sure.  I could not see straws in his neck without bins.
