In general a rarity on the south coast but they seem turn up at Moruya semi-regularly, there may be a small resident population in the area.

Perhaps these birds will pass through the AOI on their way back to their normal range?

Steve Wilson's book doesn't list them for Canberra.  However the New Atlas of Australian Birds shows record(s) of the species in the vicinity of Mallacoota but it does seem unusual for them to be on the South Coast.

A large flock of White-breasted Woodswallows was sitting on overhead power-lines and generally swarming around the adjacent trees by the road out to South Moruya Headland today. We were surprised to see them this far south and on the coast. Should we have been?
