The bird in that photo is with total certainty a juvenile White-bellied Sea-Eagle.
If you think it relevant (or even if you don't), I have fly over GBS records of both this species and Little Eagle at my Kambah site in past years.

Margaret - it flew straight over my place (also in Wanniassa), very high, at 6.30pm as I was watering the garden - and was headed in your direction - had come from Farrer direction. I was thinking juvenile white-bellied sea-eagle - see the tail, which is not little-eagle-ish. would appreciate confirmation from someone who's better at raptor ID. The corellas, galahs, sulphur-crested were all wheeling about and creating a great hubbub.

I think this is a little eagle. The cockies and parrots went berserk about half an hour ago, and I managed to get a shot of the reason for it. Only a 200 mm lens, so can’t get better resolution than this. I guess the JWNR doesn’t have much to offer at the moment. I cannot recall another occasion of seeing a little eagle in this location.
