Could this
one in the photo be the same one that Marnix mentioned, as in do the times and
places match up for a rather slow flying bird (or show it to not be the same
one).

Taken today so low only about 3 meters above the road, along the
cotter road
And
This evening by the large dam at Mulligans Flat an adult Spotted Harrier made
itself at home for the half an hour I stayed to watch. Between 6:30 and 7:00 the
bird hawked low over the grassland between the dam wall and Horse Park Drive
offering great views.
