Yes you are right. In this case it is the small beak and to a lesser extent
the face shape that shows it is a Collared Sparrowhawk and not a Brown
Goshawk .

In the AN Botanic Garden this morning (c. 9.30) in the northern section
89, a young hawk was repeatedly calling from a branch where it appeared
to have a small amount of prey at its feet. It was being answered by
another some distance away further downhill (towards the Sydney area
section ?).
I think it was an immature Collared Sparrowhawk, but possibly Brown Goshawk.
