Yes of course it is the ankles. Unless of course it refers to the reddish patch of feathers overlaying their knees, as shown in this photo, but I doubt it. Otherwise it is just as wrong as Black-shouldered Kite, marked by the grey shoulders and black forearms and wrists (carpals).
