Kellys Swamp and Fyshwick Sewage Ponds

Having a little time to spare while my car was serviced today I wandered up to Kellys Swamp to see what was visible.  Quite a lot of good things including at least 6 Freckled Duck and a White-necked Heron.  Two Baillons Crake - apparently afflicted by ADD - were pointed out by Steve Wallace as they ran about in the typha.  

On the ungood side was what is going on in the Sewage Works.  In addition to the pond wall remediation pointed out in the post put on the chatline by Philip Veerman there appears to be devastation going on between the ponds and the road up to the depot.  Is this the relocation of the electricity substation?  If so, has the COG Committee been advised of what impact this is likely to have on birding in the area (either through changing the attractiveness of the area to water fowl or revised access arrangements)?  I recall occasional rumblings about this proposal but have no memory of seeing anything definitive.
