Always good to hear from a Scot who has lived in Tasmania about ways of keeping warm and dry! I' ll you some audience feedback after the mid-month walk on the 21st. Mulligan's is likely to be similar in dampness to Kelly's Swamp!
Of course, now that the ACT Gov't has banned the wee baggies at the supermarkets, folk may may be reluctant to use such valuable resources in the way you suggest.

Just a quick tip regarding wet feet. I always carry a couple of folded up grey plastic shopping bags, they don't take any room up, and stuff them in my Binocular case. In the event of rain or wet under foot conditions, you take your shoes off and pull the shopping bags over your socks and shove your shoes on again. It keeps them dry and warm, even in if some water gets in, as it works like a wet suit. I always use bags when I even put my wellies on as you can tuck the trouser leg in the bag and shove you foot into the welly with out any hassle
