Hi John,
Absolutely, with total confidence.
It is an inner secondary feather of a White Ibis. Often not appreciated as
such, when seen on the living bird, but it is the black patch showing at the
inner rear edge of the wing.
These feathers (being so strange in appearance and texture) are among the
most commonly found feathers of which this question is asked, so your
question is very easy to answer.
