Probably yes (based on that you say they are collecting spider web).
Beruldsen's book says their nest can be up to 10 metres above ground. I found
one nest in a briar bush only about 1 metre above ground.

In our ten year old new plantings, for the first time, a pair of
mistletoebirds gleaning insects and what appears to be spiderweb from
dying tagasaste trees close to sheds and myself as I worked in the yard.
They've had the greenhouse under surveillance as I worked in there for the past
two days as well as flitting amongst pots and vegies.
Question: Does the above behaviour mean they are breeding
nearby?
