For what it is worth, I have seen a Little Eagle at that location several times in recent years.

G'day All,
 
   About 60 plus Yellow-tailed Black Cockatoos along Molongo River near Tuggeranong Parkway this morning. They were flying from the pines south of the zoo towards Coppins. All got a bit upset when they flew over a low circling Little Eagle, who took no notice. Also about 30 Double-barred Finches on the side of the bike path. In two flocks mixed in with Red-brows and SFW.
