who gets the paid parental leave?

Whilst doing a spot of swimming pool birding, 2 koels began calling softly from the trees above.  He picked some new peppermint shoots (an offering to her perhaps - or so I thought), she flew to a nearby branch, he ate the leaves and a quick copulation followed.  Had they been been waiting until January 1?  Who gets the paid parental leave - the biological mother or the host mother?
