Also from scowering the internet over the years it appears that at least the U.S.A. unions treat the two as seperate. (see:

As do (or suggest that they are different) a few asian ornithological societies and field guides. (E.g. this one suggests that they may be seperate species if memory is of use:

I guess you're safer saying that they are potential splits rather than different species.
