Swamp Harrier in Greenway [SEC=UNCLASSIFIED]

A Swamp Harrier seen circling high over
the pond behind the Greenway enclosed oval at 2.25pm - then last seen flying
off, about 30 seconds later, in the direction of the Tuggeranong Town Centre.
 I was able to identify by the long tail, the up-swept wings when
soaring, and the clearly visible white rump.  Observed from the Caroline
Chisholm Centre, the building shown in the diagram below, which is directly
above the oval and is still a construction site (it's completed now), surrounded
by dirt:
