The first White-bellied Sea Eagle I saw in the ACT (about 20 years ago) was in the same area.  In more recent years I have seen the occasional bird in the vicinity of Shepherd’s Lookout (now despoiled by trail bike enthusiasts).

Adult bird seen over Lake Burley Griffin this morning between the National Museum and Yarralumla.
