Taking note of Geoffreys point, that there is no point.
I would have thought Canberra the city, if you wanted just one place for
Canberra, from which it expands, then that point is Capital Hill.
This site was selected as 'the capitol' in Walter Burley Griffins plan
of 1912.
This site was where the city was officially given the name 'Canberra'
which occurred in March 12th 1913 by Gov Generals wife Lady Denman.
Capital Hill has the postcode 2600.
Is a Postcode actually the official signifier of a town, or just a
practical indication. Afterall, the postcode is for 'post' whereas the
official surveying and declarations I would have thought were more
accurate.
No doubt all this information is displayed in the National Archives.

If you want an 'area' for Canberra, then Charles Scrivener surveyed
Canberra area in 1908. On the issues of whether eg Belconnen is a part
of Canberra. Then I pose this, since 'Sydney' has one postcode, does
that mean everyone outside the 'Sydney' postcode is not in Sydney the
city?
Is Tharwa in 'Canberra'?
