Certainly US (flags). Birds are West Coast. Looking at the number plates I think the majority are California. As there appears to be a public conveninece it is from a relatively affluent area so I will take a punt at Santa Barbara.
Birds: I think only 3 species - Rock dove/feral pigeon; Western Gull; Heermann's Gull (adult and at least one 1st year bird).
