I have had a quick look at the document.One page 1 it says "It is proposed to commence the construction of the fence line in about April 2006." Then the map showing the location of the fence shows it going well beyond the Park boundaries in some cases. With such quality control one wonders whether the reference to April is not significant (particularly the first day of that month). Martin |
