As I wrote to Philip, its obviously a hoax. A check of the International Species Inventory System ( shows no Grey-headed Lapwings held by any wildlife park or zoo within Oceania.
And why anyone would illegally import an exotic species for the sole purpose of a practical joke on birders is insane.

I'm certainly not going to spend any more time on this (especially since
essential info is being suppressed for no good reason, if the original
info had actually been published) but a simple search reveals no such
thing as the 'Motels Association Newsletter'.
