Eagles & Starlings

I saw something unusual today which someone may be able to explain. At Murrumbateman in a field near the main road I noticed the swirling shapes of Starling flocks. Then I noticed a pair of raptors among them. When I stopped the car I could see they were Little Eagles circling low over the field, sometimes separate and sometimes within the flocks of 100's of Starlings. The Starlings were like shimmering schools of fish. But despite the Eagles being among their flock the Starlings did not seem fazed and seemed to stay in the vicinity. Perhaps a Starling is not considered prey by a Little Eagle?
