Mysterious parrot

It is a quite ordinary male Turquoise Parrot. Question is, it is a wild bird or an escaped pet? They are a regular aviary bird, yet at the location reported is about on the northern edge of distribution.

surely some weird variety or colour morph of a budgie?? though I confess I am very very far from being an expert
