They are both Whistling Kites. You can see the unfeathered tarsii on one
bird, which is a major problem for Little Eagle. Another clear feature
is the long, pale tail, which is usually the most conspicuous feature of
Whistling Kite. The shape of the tail is not so easy to be sure of,
because of moult, but the colour and length are good for Whistler.
A Little Eagle would also look relatively larger-headed and overall
stockier in build.
