I guess the idea is that you gradually neuter the cat population, and while
you're doing that, the cats are maintaining their territories so they aren't
simply replaced by younger cats as they would if they were killed. Then when
you've done them all, they start dying of natural causes.
It's called TNR (trap-neuter-release) and is used in some places to control
feral cat colonies. According to this page, it's only effective if 75-80% of
the population is neutered, and if there's "virtually no imigration into the
colony":
