Whatever programme is devised, there is a a big problem.  Cat 
control/eradication is a State/Territory responsibility.  The Commonwealth may 
offer bait in the form of money and manpower to seek support for whatever 
programme it wants, but ultimately it is the States/Territories that must 
agree.  As with any initiative it all depends on votes.  If politicians believe 
there are votes to be won, they will support it but not otherwise. 
So, pursue your local politicians!
