They sure can, Julian. All Acts of Parliament include a section which say 
something similar to "A Minister may make a Regulation for the purposes 
of....." The "purposes" are generally written so as to be pretty vague and wide 
in scope and allows a Minister to do pretty much as he wants and without going 
before Parliament. Use of Regulations is meant to allow a Minister to act 
quickly in situations such as emergencies, but Regulations can be used for more 
nefarious purposes. The Federal Govt. has started using Government by 
Regulation to get around the Senate.

Introduction of DST in Queensland would certainly do wonders for the sales of 
tinfoil hats.
