Overwintering Ruddy Turnstones ?

I think I have seen 5 Ruddy Turnstone on the rock shelf at Soldiers Point, 
Norah Head, NSW Central Coast. Two appear to be male partially in breeding 
plumage, though with not much sign of the characteristic "tortoise shell" 
colouration on the back. The feet and bill colouring, size and feeding habits 
are right. Unfortunately , I could not get very close due to the tide being in 
and I did not feel like taking my bins for a swim. 

Is it likely that we would see Turnstones in those numbers this time of year?

I will go back on the weekend , if the tide is right and try and get onto the 
shelf for a closer look.

The whale watching has been pretty good there as well the last couple of days.
