Thanks to all who responded to my query. Overwhelmingly the conclusion seem
to be that Heuglin's Gull does make it to Thailand in winter (and whether ii
is a species or subspecies will probably never be agreed!) and that in this
case the IOC is probably deficient in their distribution details.
