Wolli Creek has the highest density of bulbuls I've seen in Sydney and is accessible but public transport e.g. you could walk from Bardwell Park to Tempe railway station. Closer to the CBD you might see them in the leafiest parts of Surrey Hills/Chippendale more likely in Glebe e.g. the Toxteth Estate accessible by the Jubilee Park Light Rail Station, bus or even walking from CBD.
