Yes, the recent fire did indeed affect the Blue Gum Swamp area and the track is currently closed. From the OEH website http://www.environment.nsw.gov.au/NationalParks/FireClosure.aspx :

"The Shaws Ridge Precinct of Blue Mountains National Park remains closed until further notice. This includes the Blue Gum Swamp, Shaws Ridge and Springwood Ridge Fire Trails."

There are plenty of other great places to go in the Blue Mountains. Many of the lower mountains creekside walks give you nice wet-forest habitat and good bird diversity at this time of year. For example I'd suggest somewhere like Birdwood Gully at Springwood, or Murphys Glen south of Woodford.
