Image Software

I maintain the digital image library for BirdLife Western 
Australia.  I need some software to do the following :
1. Convert TIFF and PNG files to JPG.

2. Save a file at a smaller size. e.g. 12MB down to say 4MB.

3. Crop a file.

What is the best shareware available on the web?
