Perhaps a solution to these kinds of dilemmas would be the production of
some kind of flyer promoting Birdlife Aus, but also containing a section on
"birding etiquette".  I imagine something could be produced in a manner
that individuals could even print out themselves.  I think promoting an
organisation like Birdlife with the flyers would be good, because it allows
you to give it people without being confrontational.  "Oh cool, you're
birders too - have you heard of Birdlife?  Here's a flyer!" - then they can
read it themselves and use their own judgement.  You could even just put a
little internet link at the back, and not mention etiquette.
