New cat laws passed in W.A.

Sadly, these laws don't put Western Australia at the forefront of cat
laws in Australia.  It would have been nice to see some curfew
restrictions, perhaps even a 24-hour curfew.

Bill (owner of two cats, both desexed, microchipped and housed in a
permanent cat run attached to the house)
