Hi Bill,

It is a juvenile Brown Goshawk. You are right that the tail is in moult. I have seen very large female Brown Goshawks with square tails due to moult. The tail is too long for a CS and the brow ridge is obvious. The central toe doesn't appear to be especially long and the legs look relatively thick like a BG.
