Hi Chris,
Looks like a Hobby to me. Note how the barring stops around the undertail 
coverts and vent (I'm sure someone will correct me for wrong terminology here 
which would be great!) - Peregrine should be barred all the way down. Also the 
mask looks a bit soft edged to me. I always think of Peregrines as having a 
really strongly demarcated mask.
Happy to be corrected for sure.
