The duck was in probably the Easternmost point in Lake Borrie, just before
the left hand bend that is before getting to the turnoff to the bird hide. 
It drifted into the tall grasses/rushes at the edge.

Assuming I'm correct, which I may not be, does anyone know how to go about
getting this bird rescued, given it's in a permit area and one probably
isn't allowed to launch a boat? Would contacting Melbourne Water be the only
option? Does anyone know the best person to ring there?

Lake Borrie's pretty big. Bob, can you describe which part you saw it in?
