It looks like a golden to me, Chris - it is too colourful to be a grey. A grey would also look beefier.

I'm 90% sure it is a Pacific Golden Plover, but looking in some of the field guides I almost think the bill is too chunky, the head a bit big, the way the pattern on the forward edge of the wing cuts up a little further back -
perhaps could be a Grey Plover.
