Hi John,
I think the assumption is that apart from Melbourne Water staff, only
birders have easy access to the WTP. Anyone else wouldn't have a key so
would have to walk in to mess with the systems in place.
I hope this issue goes away now, as the WTP is in my opinion one of the best
birding sites in Australia! It would be a shame if someone, accidentally or
deliberately, ruined it for the rest of us.
